This paper explains the creation and the development of the EMN on Climate and Ocean Observation and focuses on the "Ocean" section and metrology for EOVs. The objectives, the structure, the role of the involved NMIs and the collaboration with the relevant stakeholders are described, as well as the different planned tools to address the metrological needs of the Oceanographic Community in a coordinated way.
